The Willard City Police department is accepting applications for a Full-Time Police Officer. The selection steps may include a written test, oral interviews, and a physical fitness test. The successful candidate must pass a stringent background check and pre-employment drug screening and be willing to relocate to a distance not more than 12 miles from Willard City within the first year of hire.
Qualifications: Applicants must be 21 years of age or older at the time of employment and possess Utah P.O.S.T Law Enforcement Officer (LEO) certification in good standing or be certifiable prior to date of employment. 9/14/20 UPDATE information on power outage
The City Office and many residents on the west side finally had power restored at about 12:30 am on Monday, September 14th. Almost a week without power. In this months newsletter which was probably delivered sometime last week, we put in an article about being prepared for an emergency. Pat yourselves on the back. You just survived one!!! Think about how you would handle it differently and what you wished you had. Make a plan and prepare for the next time. We appreciate your patience and are now trying to catch up with all that we were unable to do during the outage. We live in a great community and thank the community members for pitching in and helping neighbors during yet another unprecedented event of 2020. On Saturday over 120 residents in Willard and 170 in South Willard spent time helping cut up and haul debris from those who do not have the ability to do so. Thank you all!!!
covid-19 update

We still remain at yellow - Utah’s efforts to slow the spread of COVID-19, including increased mask wearing, are working. As many of our children are back in the classrooms we may seen another spike in cases. We ask residents remain diligent in the recommended protocols, including mask wearing when physical distancing is not possible. Below is a message from the Executive Director of the Bear River Health Department.

Whenever I have the opportunity to attend a basketball game at USU, I am in amazement at the tradition of involvement by the student section. The home court advantage is so significant I almost feel sorry for the opposition. (Remember, I said “almost”!) One of the most famous chants by the students at the end of the game, when it is well in hand, is “I believe that we will win!!!”, repeated many times. You can’t help but feel real strength from these young people as they come together for a common cause.
The phrase “I believe that we will win” over COVID-19 is demonstrated by our community coming together, our desire, and through a common belief. Our sense of community is our greatest strength!
For the seventh week in a row, we continue to see a steady decline in our rolling 7-day average across all three counties in our health district – Box Elder, Cache, and Rich. Because of you and your willingness to be a part of the solution, we see this decline. Now, with schools starting up, I recognize there is a possibility of an uptick in our numbers. However, there has been great effort by our youth, their parents, teachers, school administrators, and university faculty to help suppress any increase we may have. These efforts will help the education of our young people to continue.
I want to thank the teachers, parents, and school administrators for their dedication on behalf of their students. Dale Lamborn, the Superintendant for the Rich County School District said this in a recent email to his collegues: “Thanks to everyone for all you are doing – we are going to win!!! We are going to keep kids in school!!! They are going to be better off because we provided the best learning opportunity possible.”
By the way, COVID-19 is only 1 of 192 programs within the Bear River Health Department. I want to reassure you that whether it is some other communicable disease, knowing that you can drink clean water from your tap, flu shots, child and adult immunizations, etc – all of these other important public health efforts continue to go on, perhaps quietly and behind the scenes, but are still being attended to.
Finally, I truly believe this quote by Oprah Winfrey: “Doing the best at this moment puts you in the best place for the next moment.” Thanks for being a positive part of this community!

Construction on SR315 -750 N

Ready for more construction? The Utah Department of Transportation will be maintaining SR315 from Main (US89) to Willard Bay. The project begins August 3 and will continue to August 28, 2020 and includes mill and overlay, asphalt paving, chip seal, shoulder work striping and signage. Please slow down and watch out for the workers. There will be delays so plan ahead or avoid the area. Click here for more information.
Chief Loveland is Retiring July 15, 2020

We would like to take this opportunity to thank Jean Loveland for her many years of service and dedication to the citizens of Willard City. She has held many positions as Volunteer Fire Fighter, City Council member, Mayor and currently our Chief of Police.
Due to the current restrictions and rise in the number of Covid-19 cases locally and within the County we will be unable to hold an open house for residents. FIRE & FIREWORK RESTRICTIONS in effect until Sept. 15, 2020
It didn’t take long for all that green grass to turn brown! Wildfire season is already in full swing with a number of them burning across the state. The City Council passed a Special Ordinance to put fire and fireworks restrictions in place for everything East of Highway 89 until September 15, 2020. Click here to see the full ordinance. Legal fireworks, in allowed areas, can be used from the period 2 days before to 1 day after the 4th and 24th of July.

4th of july Decorate your Porch or front yard!

This year we will be holding a decorate your porch or front yard contest. Please have them decorated anytime between now and July 2nd. A panel of judges will be judging on July 3rd. We will have some fun prizes to hand out. Fireworks!
The decision has been made to shoot the fireworks off at the Nature Park. Road access to the park will be blocked . The Mayor and City Council ask residents and other spectators to watch them from their homes. They request for your safety DO NOT go to the Nature Park. Viewing can be done from the Willow Creek (baseball park), but residents are asked to follow the COVID-19 guidelines of physical distancing and wearing masks. There will not be any other activities at the park. We appreciate your cooperation during this critical time to help stop the spread and reduce the number of cases.

YOUTH BASEBALL!!
YES!!!! The decision has been made to proceed with the Youth Baseball Program. Games will begin June 15th and run through August 15th. The games will be scheduled on Monday and Thursday evenings beginning at 5 p.m. and 7 p.m. Those that have already signed up and will be contacted regarding teams. Registration is now open for those that were requested to wait until orders and directives allowed a decision to move forward and will go through June 5th.

The City Council and I want to thank our Willard City employees whose service keeps critical needs functioning. As you know, we have a very small staff of dedicated people who provide our city services. Our offices remain open during the virus challenge but, I would encourage you to protect those employees by conducting any business you can through the telephone, online or paying your bill by dropping it in the box outside our office.
Willard City has survived tumultuous times before and we will do so again. We encourage you to follow the counsel given by our Governor and health officials. Our parks remain open. We encourage you to use them but to do so carefully. Please keep kids off the playground equipment to avoid the spread of the COVID19 virus. Please do not congregate in groups larger than 10 as we have been advised. Please practice social distancing even when outside.
Our counsel to you is to be patient, wise and watchful. Continue to reach out to your family and neighbors but do so carefully primarily through electronic means. We will look back at these amazing days and know that we have not just endured them but thrived.

NOTICE WILLARD IRRIGATION WATER SHARES FOR RENT

Willard City has 120 shares (5 acres) of irrigation water for rent for the 2020 irrigation season. The shares are currently on Ditch 2 and the bidder is responsible to contact the Willard Water Company to make sure shares can be transferred for the season to the bidder’s property and will be responsible for making the transfer when the successful bid is awarded and payment received by the City. Sealed bids for the shares will be taken at the Willard City Office, 80 W 50 S, Willard, UT, until February 26, 2019, at 2:00 p.m. The minimum bid is $120.00.

The City Manager position will perform a variety of professional and executive duties including planning, directing, organizing, and oversight of the administrative and executive duties necessary to carry out the efficient and economic operation of the city. We would like to thank the 5th and 6th graders of the Promontory School of Expeditionary Learning for their help in sprucing up our community. Dog Licenses: Notices have been sent out to those who registered dogs last year. A rabies clinic is scheduled January 6, 2018, from 10:00 a.m. to noon at the fire station. Vaccinations are offered at a reduced cost. License renewals are due January 31, 2018.

Links to check the index are available at www.willardcity.com . The Division of Air Quality regulates this, not the County Fire Marshal. For Burn Permits call 435-734-3345. Burn Permits for Saturday will be issued on Friday and there is no burning on Sunday.
Sewer Cleaning Project Beginning 10/24/2016
The City has contracted with Val Kotter & Sons to complete required maintenance of the sewer system. They are inspecting the manholes, cleaning the lines and using a camera to locate any problems within the lines that need to be corrected. This maintenance is required for insurance purposes and critical to help avoid costly back-ups of the system. Many residents have easements across their property and have manholes located in those easements. Please make sure they are clear of debris and accessible for cleaning.
We would also like to remind residents you are responsible for the clean out located at or near the property line. Make sure it is protected if it is above ground level and make sure it is covered (covers are available at home improvement stores) to avoid debris from falling in and blocking the line, causing sewage to backup in your house. They should also be accessible in case you do have a blockage in the service line.

June 23-Sept. 15 - FIRE AND FIREWORKS RESTRICTIONS IN EFFECT
The fire danger is extremely high! The City Council voted during their meeting on June 23rd to place fire and fireworks restrictions East of Main Street (Highway 89). Below is a map of the fire restricted area and restrictions. A reminder that the danger also exists West of Main Street (Highway 89) and urge residents to use extreme caution.
Outdoor Watering
Willard residents used 31,555,600 gallons of water in the month of July. That is approximately 17,500 gallons per person. The water system experienced problems keeping up with the demand, especially during night time hours when automatic sprinkling systems were in operation. Temperatures over the last couple of days have gone down, but August can also be a warm month. Residents are urged to watch their watering habits. There is no need to water everyday and in fact it is strongly discouraged. There are many websites that have water wise tips to reduce outdoor water usage. If we all do a little it will help a lot.
4th Of July - "Celebrating the American Dream"

The 4th of July is already here! Click here for a schedule of events. The celebration begins on July 1, with the Patriotic Program beginning at 7:00 pm. On July 2, the Firefighter's Dinner and Dance will begin at 5:oo p.m. Cost of the dinner is $9.00 for Adults and $6.00 for kids 12 and under. An auction will be held after the dinner and be sure an buy plenty of raffle tickets. There are many great prizes. Please support our great Fire Fighters. The celebration will continue on July 4th with a breakfast and activities at the main park and end with fireworks at the East Park. Celebrate our great Nation!

The change in the Future Land Use Map allows property owners in this area an additional option in the future to rezone their property to Commercial Neighborhood to allow for some light commercial uses of property. February 11, 2014 - Cold Weather Prep (update)
The temperature continues to fluctuate. This often causes the frost line to go down deeper, even if the temperatures are above freezing during the day. Please leave an inside tap dripping to prevent frozen water lines. We have had a couple of reports of frozen lines in the past couple of weeks. A constant drip is all it takes. Make sure you know where your water meter is located and mark or uncover it to prevent damage with removing snow and for access in case of an emergency.
The Public Works Department personnel want to thank those who removed vehicles and trailers from the sides of the street. There is still the chance of snow storms. Please use caution when driving.Please don't shovel or plow snow from your driveway into the city streets. The piles can freeze and cause severe damage to the snow plows and create dangerous situations for motorists. Please clear around the mailboxes for postal delivery and remove your garbage containers as soon as possible after pick-up.
